EULab Summer School
on Labour Migration in the EU


EULab is the Summer School on Labour Migration in the European Union of the Department of Law of University of Naples Federico II (Italy), in cooperation with the Institute for Research on Innovation and Services Development of the National Research Council of Italy (CNR-IRISS).

It is open to students (getting their degree immediately after EULab) and postgraduate students in the fields of Law, International Relations and Social Science who intend to develop a solid knowledge on labour migration to Europe from the specific lens of international and EU law.

EULab links theoretical perspectives with in-depth practical insights of the everyday reality of migrant workers and of their actual enjoyment of socio-economic rights on the Union territory.

The objectives of EULab are to:

  1. Foster a comprehensive understanding of the multilevel legal framework governing labour migration in the European Union, combined with a deeper knowledge of the areas of agriculture and domestic work.
  2. Encourage an interdisciplinary approach to labour migration issues through the combination of strictly legal perspectives with the insights of practitioners from non-legal areas.
  3. Promote awareness concerning the gaps between, on the one hand, socio-economic rights recognized to migrant workers under international and EU law and, on the other, their actual enforcement in the everyday reality.
  4. Nurture debates among participants from different fields in the highly interactive settings of afternoon workshops.

Teaching activities

Participants will be involved in a 8-day course (10 days including the weekend) covering 4 modules:

  1. The European Pillar of Social Rights
  2. Migrant Workers’ Socio-Economic Rights
  3. Focus: Agriculture
  4. Focus: Domestic work

The programme will be taught in English.

Each day of teaching activities are divided in two:

  • Daily lectures will be delivered by distinguished Italian and international scholars, who will join the fixed teaching staff.
  • Daily interactive seminars and workshops where participants may work on practical cases and/or meet practitioners, policy makers and stakeholders will contribute to debates and discussions on practical case studies.
Before the start of the teaching activities, relevant learning materials will be uploaded on the EULab website. This will help students to familiarise with the topics analysed during the Summer School and will also foster their active participation to such multidisciplinary activities.

Events

Besides the 40+ hours of Teaching Activities, each edition of the EULab will host three special events:

1.    The Young Scholars Workshop will be held before the start of the teaching activities and is open to participants to the Summer School as well as to external academics and researchers under 35 years old from a variety of backgrounds. In this context, young scholars will be able to discuss crucial aspects of career development and strategies of communications of research outputs. The number of participants to this workshop is restricted to a maximum of 20 scholars.

2.    The Roundtable on Labour Migration will be open to the participants to the Summer School and to other attendees among policy makers, lawyers, NGOs workers and representatives of migrant workers’ communities. The event aims at fostering the dialogue on current labour migration issues between the participants to the EULab, policy makers at local, regional and national level, and relevant stakeholders in this field. Such exchange of ideas will be open to the general public as well, raising issues of great importance for the civil society at large.

Moreover, the conference on “Labour Migration and Socio-Economic Rights” will mark the end of the three-year period of the EULab Summer School. The event will gather academics and practitioners in the field of migration studies from the perspective of international and EU law, international relations and social science. A selection of papers presented at the conference will be gathered in an edited volume and published by a European publisher.

Host Institution

University of Naples Federico II is the oldest secular university in Europe. It currently enrols nearly 86.000 students and its academic staff amounts to more than 2.500 units. It is divided in three schools and made up of 26 Departments spread around Naples and surrounding cities.

The EULab Summer School is based at the Law Department, which is part of the School of Human and Social Sciences. The Department offers a five-years Law course that combines undergraduate and postgraduate level. International law and European Union law are both compulsory exams for students enrolled in the Law course. The course also allows students to attend optional seminars on these fields and to choose among various topics pertaining to EU law and international law for their exams – including EU labour law, European law of cultural heritage, substantive law of the European Union, European and international criminal law as well as EU procedural law.

The Law Department also offers three Doctoral Programmes and currently hosts 45 PhD students.

In 2015, the Law Department of the University of Naples Federico II has signed a collaboration agreement with the Institute for Research on Innovation and Services for Development of the National Research Council of Italy (CNR – IRISS).
