For over 15 years, the URBACT programme has been the European Territorial Cooperation programme aiming to foster sustainable integrated urban development in cities across Europe. It is an instrument of the Cohesion Policy, co-financed by the European Regional Development Fund, the 28 Member States, Norway & Switzerland.
The network “Civic eState” purpose is to transfer through adaptation the Good Practice of the City of Naples, Lost & Found. This Transfer network aims at guaranteeing the collective enjoyment as well as collective management of urban essential facilities conceived as urban commons. This public-community governance approach will secure fair and open access, participatory decision-making, sustainability and preservation for the benefit of future generations.
The final event will highlight the impact of the Civic Estate’s action on the network partners and will promote these results at European and global level, fostering the dialogue with experts, academics, elected representatives.
The main elements highlighted will be the role of stakeholders and the local community, the transfer of administrative innovation and the new models of urban co-governance based on the commons.

Patrizia Vittoria, CNR/Iriss, has been invited participating at the Exchange session for Naples ULG members, Day 2, session 3.30 - 4.30 PM, Room #3, “Towards a permanent network of the Civic eState communities: topics and future opportunities of collaboration” facilitated by Alessandro Piperno (Luiss University, LabGov.City), with a talk about Community Balance and Urban Commons Incubators.
